FOUNDATION GRANT· Global · Education and AI

Current

Up to US$1m for collective action in AI-era education

The Atlassian Foundation is offering registered nonprofits worldwide up to US$1 million over two years for established collective-action initiatives improving education for disadvantaged learners in the AI era.

RADAK assessment

AssessmentA substantial opportunity for an existing coalition that already combines several organisations around shared goals, delivery and learning. A standalone project idea or a newly assembled partnership is unlikely to match the call's collective-action standard.

What matters in the detailThe initiative must directly relieve disadvantage, work through multiple players and help education respond to the AI era. Where AI is used, the call expects deliberate use with risks and safeguards considered; where it is not used, the choice should also be reasoned.

ImplicationThe funding scale is significant, but so is the global competition. The applicant needs credible governance, evidence of existing collaboration, a clearly defined learner group and a route to impact beyond one organisation.

Recommended actionComplete the eligibility checklist and Application Guide review, map coalition roles and evidence the existing initiative before investing in a full application. Proceed only where collective action is already real and demonstrable.

PUBLIC PROCUREMENT· Montenegro · Ministry of Defence

Current

Ministry of Defence skiing equipment procurement

RADAK identified this procurement for a client and is supporting the assessment and preparation of a potential bid for a €183,016.53 lot covering twelve categories of professional skiing and mountaineering equipment.

RADAK assessment

AssessmentThe tender formally permits equivalent products, but several requirements combine narrow technical parameters, named reference products and proprietary feature descriptions. The central question is whether the complete specification allows genuine functional equivalence and effective competition, or whether some requirements restrict the available product range without a clear operational justification.

What matters in the detailThe requirements cover product geometry, weight, materials, named technologies, samples and technical evidence. Several amendments have revised technical points and the submission deadline, so the controlling specification and every later clarification must be read together.

Client mandateRADAK is mapping the requirements against available products, testing possible compliance routes and identifying specifications that are ambiguous, unusually narrow or difficult to evidence. Where necessary, these issues are being converted into precise clarification questions for the contracting authority before the client decides whether and how to bid.

Current actionReconcile the complete amended documentation and latest clarifications, confirm the evidence required for equivalent products and make the final compliance and commercial GO/NO-GO decision.

BROKERAGE & MATCHMAKING· Western Balkans · Banja Luka

Current

Innovation forum for project and research partnerships

Horizons of Innovation brings together researchers, companies, public institutions, innovation organisations and funders in Banja Luka on 1 December, with free participation and pre-arranged matchmaking.

RADAK assessment

AssessmentA practical regional route for organisations seeking project partners, research-business links or international innovation cooperation. Its value depends on entering with a defined collaboration objective, not simply attending the forum.

What matters in the detailApplications to present projects, AI solutions and posters closed on 30 September. Participant registration remains open until 17 November, while matchmaking meetings can be scheduled until 24 November.

ImplicationThe event itself provides no grant. The useful output is a set of targeted conversations with organisations that can contribute to a specific project, consortium or market-development objective.

Recommended actionRegister with a precise collaboration profile, shortlist relevant participants and send meeting requests early. Budget travel separately; the public event information confirms free participation but does not state that travel is covered.

When specifications decide the opportunity

Electric forklift · completed sourcing investigationA line-by-line comparison identified a specific model matching the combined requirements. Five Chinese manufacturers were approached; none offered an alternative meeting the full specification.

What the investigation establishedThe unusually narrow specification may point to a predefined technical solution or procurement target. In that situation, identifying exact compliance matters more than comparing broadly similar products on price.

Decision valueEstablish full compliance before investing in a quotation or bid. If a proposed alternative differs, seek written acceptance of the deviation before proceeding. A lower purchase price has little value if the equipment cannot qualify.

PARTNER SEARCH· EEN · Italy

Closed — retained assessment

AI for energy: a consortium taking shape

An Italian SME seeks grid operators, data providers and researchers for a Horizon Europe consortium.

RADAK assessment

AssessmentExplore a role where an organisation can contribute operational energy data, a real test environment or specialist AI expertise. The value lies in an asset the consortium needs, rather than general interest in energy.

What matters in the detailThe Horizon topic expects evidence of access to large relevant datasets at submission, and testing in real-life pilots. Federated training is explicitly contemplated: participation need not mean handing over unrestricted raw data. The EEN search still marks a coordinator as required, so consortium leadership needs confirmation.

ImplicationA data owner could be valuable without developing the AI model. However, usable data, permission to use it and staff able to support validation must come together. A general letter of interest would not establish that contribution.

Recommended actionPrepare a short inventory of data categories, coverage, access restrictions and possible pilot tasks. Clarify leadership, the missing role and its budget before committing proposal effort. The 1 October interest deadline comes before the 1 December application deadline.

CASCADE FUNDING· POLICY ENLARGE

Small grants for cross-border innovation cooperation

Funding within a larger EU project for joint innovation actions, use of research results and mobility. Montenegro is eligible.

RADAK assessment

AssessmentUseful for a small cross-border action that prepares a larger collaboration or puts existing research results into use. FI1/FI2 provide up to €8,000 per project, with a €4,000 ceiling per partner and up to 80% funding.

What matters in the detailFI1/FI2 require independent entities in at least two different enlargement countries. A Montenegro–EU partnership alone does not meet that condition. FI3 mobility has different geography rules. FI1 explicitly permits a concept note or preparation roadmap for a future larger proposal; activities must fit within six months.

ImplicationThe grant can finance a defined preparatory step rather than a finished innovation project. Instrument choice should follow the intended output and partner geography. At 80% funding, an €8,000 grant corresponds to a €10,000 eligible budget and €2,000 co-financing.

Recommended actionSelect the instrument, verify both partners and agree one usable output with a follow-up purpose. Pursue where the relationship and work plan justify the administration; avoid assembling a partnership solely to obtain a small grant.

Testing river-restoration solutions locally

Two local or regional authorities can receive support to adapt sediment-monitoring and river-restoration solutions. Montenegro is eligible.

RADAK assessment

AssessmentA strong possibility for an authority with a defined sediment problem and staff able to carry out a focused replication project. Two projects receive up to €100,000 each; this is not a general river-construction fund.

What matters in the detailThe guide schedules payments after three stages: 17%, 58% and 25%. Subcontracting is capped at 4.5% of the maximum grant. It also offers optional specialist toxicity testing, equipment and expert participation at no additional cost to the applicant. Confirm arrangements before relying on that support.

ImplicationThe central question is delivery capacity and cash flow, not only environmental need. External consultants cannot simply carry the whole project. The optional testing may make a pollution-focused proposal more feasible, while mandatory engagement and an action plan must also be resourced.

Recommended actionMatch a local problem to the activity catalogue, assign staff and prepare a stage-by-stage cash-flow estimate. Clarify which technical tasks the consortium will perform. Continue only when the authority can cover the remaining work and finance the periods before payment.

Shape / Scale: creative businesses with technology

Growth programmes for commercial ventures in fashion, architecture and audiovisual sectors, with funding that depends on programme and eligibility.

RADAK assessment

AssessmentFor creative-sector companies with a working product and evidence of commercial demand. Shape and Scale serve different stages; the headline €500,000 is not the standard offer.

What matters in the detailShape’s initial budget must exclude the possible later top-up. Scale requires evidence of a qualifying €200,000 investment or fundraising commitment. Separately, the financial sustainability agreement gives EIT an option over company shares; the published template specifies 3% on a fully diluted basis at nominal value.

ImplicationAssess the funding together with its ownership implications. This is not simply an unrestricted, non-dilutive grant. The opportunity is more persuasive for a venture already seeking investment and international growth than for a business seeking a small standalone subsidy.

Recommended actionCheck the programme against actual traction and investment evidence. Prepare a product demonstration and the required financial records. Have the founders review the option agreement and its interaction with existing shareholder arrangements before committing to participation.

Quality Label training for Western Balkan organisations

Online training on 17–18 September for organisations considering international volunteering roles. Applications close on 11 September.

RADAK assessment

AssessmentA practical preparatory step for organisations already supporting young people or volunteers. Training supports a Quality Label application; it does not award a grant.

What matters in the detail11 September is the training deadline, not the deadline for obtaining the label. Label applications are continuous; SALTO indicates an ideal assessment period of two to three months, which can take longer.

ImplicationPlan international volunteering ahead of the intended activity. A training place does not establish readiness to receive volunteers.

Recommended actionNominate a responsible staff member, distinguish mentoring from supervision and identify suitable volunteer activities. Use the sessions to resolve concrete gaps in support and safeguarding.

Academia–Business Innovation Policy Lab

RCC seeks a consulting company or consultant consortium to launch and facilitate a regional platform connecting research, business, public authorities and investors.

RADAK assessment

AssessmentA substantial regional facilitation assignment for an experienced innovation-policy team. The full dossier caps the offer at €30,000 for an engagement expected to run from October 2026 to October 2027.

What matters in the detailThe work includes WB6 mapping, working groups, three to five pilot collaborations, partner mobilisation and eight scheduled deliverables. Minimum relevant experience is ten years for the team leader and seven for members. Technical quality carries 80% of the award score; price carries 20%.

ImplicationThe modest ceiling must cover a year of coordination and follow-through, not just research and an event. A low price cannot compensate for weak expertise. The commercial case is strongest where a qualified team already has relevant networks and reusable methods.

Recommended actionCheck named experts against every qualification, allocate person-days across all outputs and test the resulting fee. Clarify event and travel cost responsibilities. Bid only if the full assignment can be delivered within the ceiling with a credible margin.

RADAK assessment

AssessmentPursue a small, locally led project with a clear green-transition benefit. Up to €10,000 is available; the concept note is the first selection stage.

What matters in the detailThe call favours policy influence, institutional cooperation and participation in environmental decisions. It welcomes links to other donors, but the project must remain self-contained. Activities cannot start before 1 December 2026.

ImplicationA workshop is stronger when it leads to a specific local decision or lasting practice.

Hydrogen Valley — municipal partner sought

A Slovak university and science-park team seeks a Western Balkan city, municipality or region for a Horizon Europe consortium on local energy transition and small-scale hydrogen applications. Montenegro is explicitly targeted.

RADAK assessment

AssessmentExplore an early municipal partnership where a real energy-transition problem needs investigation. Montenegro is targeted.

What matters in the detailThe advertised role concerns feasibility and roadmaps under a Coordination and Support Action. It is not a confirmed equipment award. The narrative identifies a coordinating team, while the structured listing still says a coordinator is required.

ImplicationLeadership and the exact underlying topic need confirmation before institutional commitments.

Recommended actionDescribe one local use case, likely users and available data. Clarify leadership, tasks and budget. Investigate hydrogen against practical alternatives before endorsing the technology.

RADAK assessment

AssessmentPrepare an investment idea now; wait for final rules before drafting the application. Montenegro is newly eligible for this €60,000 preparation support.

What matters in the detailThe announcement adds local heating and cooling plans alongside the established sustainable-energy routes. Procedures will differ from previous rounds.

ImplicationA municipality should examine heating and cooling needs as well as familiar building-efficiency projects. The strongest starting point is an investment with identifiable users, ownership and a financing problem to solve.

Assessment

A relevant project with unmet financial requirements.

Opportunity / call
Interreg Euro-MED Call 7: sustainable-tourism transfer project considered for MASI through a Greek-led consortium route.
Why it initially appeared relevant
MASI appeared relevant for winter-sport field testing, instructor training and transfer to mountain destinations.
Financial requirements
The programme funds 80% of eligible project costs. MASI would have to finance the remaining share and carry expenditure before reimbursement. MASI currently works on a volunteer, self-financed basis, without paid staff or an organisational budget. The programme expressly treats in-kind contributions, including unpaid work, as ineligible project costs.
RADAK assessment
Do not pursue under the current conditions. The thematic match does not overcome the financial-capacity requirement. RADAK stopped the route before MASI invested time in consortium and application work.
